This demo helps fix error 1719 when trying to install 3rd-party application like Office Pro Plus 2010.
Method 1:
Re-start the Windows Installer service and set it to run manually.
Or, command: net start MSIServer
Method 2: Unregister and re-register the Windows Installer
MSIEXEC /UNREGISTER
MSIEXEC /REGSERVER
regsvr32 C:\Windows\system32\msi
Try replacing the msiexec.exe with a file from a fully functional computer.
Fully uninstall the old & problematic version of Windows installer by using the recommended uninstall tool in this video > download & install the latest build of Windows installer@ www.microsoft.com/downloads/details.aspx?FamilyID=5a58b56f-60b6-4412-95b9-54d056d6f9f4&displaylang=en
Method 3: Try performing SFC scan
sfc /scannow
insert your Windows DVD to replace those problematic components.
Method 4: Edit Registry Editor this way:
HKEY_LOCAL_MACHINE\SYSTEM\CURRENT CONTROL SET\SERVICES\MSIserver\WOW64
Set Value Data to 0 or 1
Method 5: Uninstall
Option 1: Run Program Install and Uninstall Troubleshooter@ aka.ms/Program_Install_and_Uninstall as the admin user
Option 2: Thoroughly uninstall any earlier versions of the program that you want to install.
Try the recommended uninstall tool in this video if you have any issue doing that.
Method 6: use the admin account
command: net user administrator /active:yes
log out of your regular account and back in as the administrator
disable that admin ID later: net user administrator /active:no
Method 7: Clean Boot
Method 8: Create a user account (MORE INFO@ support.microsoft.com/en-us/help/13951/windows-create-user-account) then transfer your files and settings to the new ID (TIPS: support.microsoft.com/en-us/kb/928634 & support.hp.com/us-en/document/c01963120)
Last: reset/restore your Windows > reinstall your system.
As for "The Windows Installer Service Could Not Be Accessed" error when you try to install a program in Windows 7 or Windows Vista, try these:
Method 1:
copy these codes into the Notepad:
Save that file as Msirepair.reg
Run that file as the admin user
