This vid helps Fix Download Failed - Virus detected while trying to downloading some file from the web.
Possible solution 1: Set Windows Defender to allow downloading the target item.
Open Windows Defender, go to the History tab, check the 3rd option "All detected items", choose the blocked file and press the "Allow item" button.
For Windows 10 Fall Creators Update users, open Windows Defender Security Center, look into the Quarantined threats portion and, add the to the list of exclusions in Windows Defender Security Center, by selecting "Allow item".
Further on, you may:
report the file as a false positive;
and do a thorough virus check.
