1. Assure that the Windows Installer service is running.
2. Run the Program Install and Uninstall Troubleshooter@ aka.ms/Program_Install_and_Uninstall as the admin user.
3. Perform a clean boot. Restore current settings later.
4. For power users only, dig around in Registry Editor this way:
a. open Registry Editor.
b. Head to HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Installer\Products
c. Expand the Products registry key and search for “Microsoft Security Client.” Make the best of Product Name registry string (REG_SZ) so you can manually identify which program this sub-key belongs to.
d. Once you are able to identify the correct subkey, back up that entry first (export that value to somewhere safe), then delete that item later.
5. Reboot your system and re-run the target setup file as the admin user later.
If the error contines, you may need to re-download the installer, and try again.

Method 2: if the above step fails, restart computer in clean boot to disable third party applications
Case study 2: If you can't install Razer Synapse:
Disable the game controller device under Device Manager >Human Interface Device > HID-compliant Game Controller.
Note that when you disable the game controller, you might lose virtual joystick related features in Synapse."
