This change has been made to ensure that the Creative Cloud software is using runtimes that Microsoft (your Windows) is currently supporting.
With this migration, Adobe's latest version of Creative Cloud Apps will require that the VC 2015 runtimes have been installed on the system using the software in order to run correctly.
Now, try below troubleshooting steps:
Step 1. Get the following operating system updates installed on your system:
For Windows 10 users, try installing the above-mentioned Visual C++ Redistributable for Visual Studio 2015.
(Note: If you HAD Microsoft Visual C++ 2015 Redistributable (x64) & Microsoft Visual C++ 2015 Redistributable (x86) installed, launch the Repair option for that item - here, in our case, we removed the existing version of Visual C++ 2015 Redistributable (x64), and installed the latest version of Visual C++ 2015 Redistributable (x64) later. Restart your system after the repair process is complete.)
For Windows 8.1 users, install update KB2919355@ goo.gl/WS6LMt.
For Windows 7 users, install Service Pack 1 (SP1) for Windows 7 and for Windows Server 2008 R2@ goo.gl/ixSYZE.
For Windows Vista users, install Service Pack 2 (SP2) for Windows Vista and for Windows Server 2008@ goo.gl/sjAhS1.
