Here, we've just gathered some troubleshooting tips on fixing ERR_BLOCKED_BY_ADMINISTRATOR error in Chrome. Try 'em and see if one of 'em works for you. Best!
Solution 1: Complately uninstall existing Chrome and reinstalled Canary@ goo.gl/hWhPsN later.

For Windows 7/8.1/10 users:
Remove Google Chrome from your Apps/programs list.
Open up your Windows Explorer.
Navigate to the following directory C:\Users\%USERNAME%\AppData\Local\Google\.
Locate the "Chrome" folder and delete it.
For Mac OS users:
Move Google Chrome from your Applications directory.
Open up Finder.
In the Mac menu bar at the top of the screen, click Go.
Select Go to Folder.
Enter the following directory in the text field, then press Go ~/Library/Application Support/Google/
Locate the "Chrome" folder in the directory window that opens and move it to the trash.
Possible solution 2:
step 1: try visiting the website with a different device or browser. Meanwhile, run your Chrome as the admin user.
step 2: check if you're still facing this issue on a particular website or across websites.
step 3: check if you're facing this issue on a different network. In the meantime:

contact your ISP re the error you just met.
step 4: try using your Chrome in its Incognito Mode (here's how@ goo.gl/kh6dG9).
If this helps, one of your extensions is the root cause of the problem. Disable one by one to see if there may be one that you are not aware of that is causing the issue (chrome://extensions).
step 5: check if you’re using an antivirus or firewall software, make sure Chrome is trusted or allowed by these programs.
You can also try temporarily disabling your antivirus or firewall to see if this resolves the issue.
