Step 3: delete the bad save.
For those that don't know how to get to their Sims 3 folder (Windows 7):
1. Click Start and click Computer.
2. In the window that pops up, under Libraries on the left hand side, click Documents.
3. Click Electronic Arts.
4. There should be a folder titled "The Sims 3."
5. Rename that folder.
6. Re-run your game. Once the main menu comes up (where you select a town to play in) exit your game.

6. Enter the OLD The Sims 3 folder > Copy the folder titled "Downloads." to the NEW The Sims 3 folder. Confirm to overwrite if needed. Look for the folder titles "Saves." Copy or cut these files and Paste them into "Saves" under the new "The Sims 3" folder.
7. Re-run your game.
Option 4: Modiy Data Execution Prevention
Turn on DEP for all programs and services except those I select > add The Sims 3 application to the list, such as Program Files -> Electronic Arts -> The Sims 3 -> Game -> Bin -> TS3.exe
Option 5: Uninstall and Reinstall the Sims 3
Back up your personal data > run the recommended uninstall tool in this video > you will be good to go.
Error 15
Error 15 occurs when you don’t have enough rights to access the saves folder. Make sure you have full access to the folder your saves folder is in and it’s not hidden. If nothing helps, start your game as an administrator.
Error 16
Error 16 occurs because of a file system failure which can occur if you try to overwrite a file in use or that is corrupt. Saving as with a new name should solve the issue. Also make sure you have enough disc space available.
