Recommended Resolution: Reinstall the device driver using the Hardware Update wizard.
From Start, search for device manager and select Device Manager from the results.
Right-click the device in the list.
On the menu that appears, choose "Update Driver" to start the Hardware Update wizard.
Note: You may be prompted to provide the path of the driver. If you are asked for the driver and you do not have it, you can try to download the latest driver from the hardware vendor’s website.
Other voices:
1. Restart your computer and check if the code 31 persists.
2. Undo any change you made to your computer, then restart your PC. For example, you may need to:
Remove or reconfigure the newly installed device.
Roll back the driver to a version prior to this error.
Perform a system restore whenever you're ready to do so - please do back up your personal data first.
3. Reinstall Microsoft ISATAP network adapter: open Device Manager, look into Network adapters > hit the Action menu > launch "Add legacy hardware screen". Start the wizard and select "Install the hardware that I manually select from a list (Advanced)". Click through the steps and choose Network adapters > Microsoft > Microsoft ISATAP Adapter from the list. Refer to the below image.
4. Replace the hardware you added to your computer.
5. Delete potentially invalid registry key config from HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network.
6. Uninstall current network adapter.
7. For power users, get hardware id and download the correct drivers from the vendor's website.
