This vid helps Fix Error 633: The modem (or other connecting device) is already in use or is not configured properly.
Solution 1: reserve the TCP port that is used for the VPN connection.
Important: back up the registry before you modify it.
a) Press Windows key + R, type regedit.exe in the Open box, and then click OK.
b) In Registry Editor, locate and then click the following registry sub key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters.
c) On the Edit menu, point to New, and then click Multi-String Value.
d) Rename the multi-string value as "ReservedPorts," and then double-click ReservedPorts.
e) In the Value data box, type1723-1723, and then click OK.
Solution 2: Check if the TAPI service provider entry in the registry is missing or has been altered.
WARNING: Use Registry Editor at your own risk. And, we highly recommend that you export current registry settings first.
Open Registry Editor.
Head to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Current Version\ Telephony\Providers.
Modify the value of the ProviderFilename0 value to TSP3216L.TSP.
Save the change you made.
Quit Registry Editor, and then restart your computer.
To reset the TAPI initialization file, follow these steps:
1. Click Start, point to Find, and then click Files Or Folders.
2. In the Named box, type telephon.ini, and then click Find Now.
3. If you do not find the Telephon.ini file, skip to step 4. If you do find the Telephon.ini file, right-click it, click Rename, type telephon.old, and then press ENTER.
4. Quit the Find tool, click Start, click Run, type tapiini.exe, and then press ENTER.
5. Restart your computer.

And, if the below error 797 follows up while connecting to the network, read on.
5.1 Check if the services ‘Telephony’ and ‘Remote access connection manager’ have started automatically, and the above 2 services are running.
5.2 troubleshoot the modem errors:
a. Click on Start, got to Control Panel – Hardware and Sound – Phone and Modem Options.
b. In Modem tab, right-click the modem and select Properties.
c. If the default speed is not already set, set the Maximum Port speed to 57600.
d. Click the Diagnostic tab-Click Query Modem If the modem responds and it is functioning, the system displays the modem information. Review the above image.
If the message "No Hardware ID Found" is displayed, or if you receive an error message, then contact the manufacturer of your computer.
5.3 perform clean boot.
5.4 check and remove any virus or malware using the recommended avast Internet Security in this video guide.
5.5 reset TCP/IP by using the NetShell utility@ goo.gl/xRyxKL.
5.6 Uninstall current modem driver using the recommended uninstall tool PRO in this video guide > reboot whenever you're ready > contact the manufacturer of your modem.
5.7 IF, your modem was working before the issue occurred, you may consider performing system restore now.
If, there is no way to system restore, run system file checker(SFC)
5.8 connect another similar modem (if available)
5.9 Perform an In-Place upgrade on your computer.
5.9.1 Insert the Windows installation DVD in the computer's DVD drive.
5.9.2 In the Setup window, click Install Now.
