Solution 1: use the inbox Deployment Image Servicing and Management (DISM) tool.
If you're using Windows 10, Windows 8.1, Windows 8, Windows Server 2012 R2 or Windows Server 2012, run the following commands one by one, as the admin user:
DISM.exe /Online /Cleanup-image /Restorehealth
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows /LimitAccess
sfc /scannow
For Windows 7, Windows Vista, Windows Server 2008 R2 or Windows Server 2008, use the latest System Update Readiness tool.

Solution 2 (works for Windows 8.1 users): Perform a System Restore.
Turn on computer.
Right when you press the power button, repeatedly press the esc key.
Menu will show up
Either press F11 or go down to System Recovery.
Choose the keyboard layout and other preferred settings.
Troubleshoot -> Advanced options -> System Restore -> select your operating system

Solution 3: remove the USB flash drive before you run the Startup Repair tool.
Solution 4: Insert some original Windows installation media, then rebuild BCD using the Bootrec.exe tool.
Put the Windows installation disc in the disc drive.

Choose "Repair your computer".
Click the operating system that you want to repair, and then click Next.
In the "System Recovery Options" dialog box, click Command Prompt.
