Possible solution (would work for Avast or AVG users):
Part 1: Perform the following steps on your problem PC with the Windows April Update, 1803.
Step 1: Power off your problem Windows with 1803. Then, turn on your 1803.
Step 2: When you see the following blue screen, choose the right keyboard layout that works for you.
Step 3: Choose "Use another operating system".
Step 4: Now, choose the 2nd option "Windows 10 On Volume 4". Refer to the following image.
Step 6: Sit tight until you land on your desktop and, you may ignore any error boxes.
Part 2: Perform the following steps on a functioning Windows.
Note: You better NOT have any 3rd-paty antivirus software installed on that PC.
Step 1: Head to Microsoft' "Download Windows 10" page@ goo.gl/hQDxmk.
Step 2: Temporarily disable Windows Defender Antivirus.
Hint: To do that, turn off Real-time protection and Cloud-based Protection.
Step 3: Get an 8GB or larger blank USB stick. Format that drive later.
Step 4: Run the Media create tool as the admin user, follow the on-screen wizards and create a 64-bit Windows 10 installation USB stick.
Step 5: Remove Windows 10 installation USB stick from the functioning computer.
Part 3: Perform the following steps on your problem PC with the Windows April Update, 1803.
Step 1: Insert the disk to your problem 1803.
Step 2: Right click on the taskbar, and run Task Manager. Refer to the below image.

Step 3: Hit the "More details" menu.
Step 4: Hit the File menu, and launch the option "Run new task".
Step 5: On the following "Create new task" box, you enable the option "Create this task with administrative privileges" first.
Step 6: Click on the “Browse…” button.
Step 7: Navigate to Windows 10 installation USB stick you created in Part 1 and, run the setup.exe in that disk.
Step 8: Wait while the installer is loading.
Step 9: Choose "Not right now" and uncheck "I want to help make the installation better".
Step 10: Wait while Windows 10 setup checks your system for compatibility issues.
Step 11: Accept Microsoft's ToS.
Step 12: Wait while Windows 10 setup does one final check to ensure your system is ready.
Step 13: Assure the installation disk has enough space.
Step 14: Keep your personal stuff.
Step 14: It'd take some time to complete the new Windows 10 installation, and your computer will automatically restart several times.
Step 15: You may consider uninstalling Avast or AVG program, if any, afterwards.
Last but not least, we can run the latest version of Avast Free Antivirus (v18.4.2338 (build 18.4.3895.325)) on a VMware Station with 1803.
