This post helps fix error code 0x80246007 while trying to install 3rd-party app (e.g., OneNote) or update your Windows.
If you can't install some app on your Windows:
Before you get started, you must be logged-in into Windows 8/8.1 with a @hotmail.com, @outlook.com, @live.com, @msn.com, etc.
Make sure no background app running or using internet bandwidth (this is the superstitious step).
Download or update apps one by one.
If error persists:
1. Go to the bottom right side of you screen until you see the Charms Bar.
2. Click "Settings"
3. Select at the bottom "Change PC Settings"

4. Click the "Users" Tab.
5. If you can see the button "Switch to Microsoft Account" please click it and add your Microsoft Account.

- If you don't see that button, at the bottom of this page there will be a "+" button under "Add User". Click it and add your Microsoft Account.
6. Now sing out of your current account (Go to Start Screen click your name and select "Sing out")
7. Sing in with the new account.
Method 1: run the Windows update troubleshooter@ Control Panel\All Control Panel Items\Troubleshooting\All Categories
Method 2: Perform a clean boot
Enable half of the services > Determine whether the problem returns
Enable half of the Startup items > Determine whether the problem returns
Method 3: Windows Powershell in administrator
Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
If you just can't install OneNote app:

get-appxpackage *microsoft.office.onenote* | remove-appxpackage

Solution 2: Repair. bat file

net stop wuauserv
cd %systemroot%\SoftwareDistribution
ren Download Download.old
net start wuauserv
net stop bits
net start bits
net stop cryptsvc
cd %systemroot%\system32
ren catroot2 catroot2old
net start cryptsvc
