This thread helps Fix We can’t Sign Into Your Account while trying to log into Windows.
Solution 1:
Step 1: check for pending updates
Step 2: create a new user account
On Windows 10 Home and Windows 10 Professional editions:
Select the Start button, then select Settings > Accounts > Family & other people > Add someone else to this PC.
Enter a user name, password, password hint, and then select Next. You're done!
On Windows 10 Enterprise edition:
Select the Start button, then select Settings > Accounts > Other people > Add someone else to this PC.
At the bottom of the page, select I don’t have this person’s sign-in information, and at the bottom of the next page, select Add a user without a Microsoft account.
Step 3: sign in with your own Microsoft account.
Start Start button, then select Settings > Accounts > Email & app accounts.
Under Accounts used by other apps, select Add a Microsoft account.

Step 4: Download and run Microsoft Account Troubleshooter@ download.microsoft.com/download/F/2/4/F24D0C03-4181-4E5B-A23B-5C3A6B5974E3/microsoftaccounts.diagcab
Solution 2: Make sure that the account you created is running as an administrator:
Control Panel > User accounts > Change your account type
Solution 3: Transfer the files from the old user account to the new one
This PC > Users > locate the username folder of the old account you're having issue w/ > copy and paste those stuff to the new username folder later > restart your Windows 10.
Solution 4: reset your Microsoft password using this page@ account.live.com/resetpassword.aspx

If you're using a Surface Pro, try:
Step 1:
Type the following commands:
net user test/add
net localgroup administrators test/add
Restart Surface and log in using the profile named "test"
Step 2: Back up your personal data and restore your Surface laptop using a recovery image for your Surface@ www.microsoft.com/surface/en-us/support/warranty-service-and-recovery/downloadablerecoveryimage
Plan B: create a new user on your Surface. If you have trouble using the Start menu, nor search box or Cortana, try support.microsoft.com/en-us/help/12385/windows-10-troubleshoot-problems-opening-start-menu-cortana
