The "You'll need app to open this: ms-wpc" errors i experienced when trying to open Chrome, Firefox, etc., were caused by Microsoft Family restrictions on child's account/computer. I went to the Microsoft Family account online to manage the restrictions on my child's computer, as that is the culprit. I navigated to my daughter's user settings, then went to "more options" where i found content restrictions. Every browser (except Microsoft's!) were listed in the BLOCK section, twice! Slick way to try to get users to use Edge, but the school site wouldn't even work through Edge, so had to hunt for a fix, plus I'd prefer chrome anyway. I removed 1 chrome listing and it actually opened chrome, but still showed the error. I removed 2nd listing for chrom and same thing. Once I removed all browsers in the list (Firefox wouldn't work either), the "You'll need a new app to open this ms-wpc link" error was finally gone and chrome resumed normal functionality. Yay!
