This POST helps Fix error code 0x800736B3 while trying to install the .NET Framework 3.5 SP1 application on Windows 10.
Solution 1: enable the .Net Framework 3.5 through Windows features.
Press Windows + X keys on keyboard, select programs and features.
On the left navigation pane, click on the option “Turn windows features on or off”.
Check whether the “.NET Framework 3.5” has been checked or not.
If not checked, expand the .NET Framework 3.5 and check all the boxes available.

Try updating your Windows first.
If the install error continues, perform a repair installation of Windows, follow these steps:
I. For Windows 7 and older versions of Windows,
Insert the Windows installation DVD in your computer's DVD drive.
In the Setup window, click "Repair your computer".
II. For Windows 8+, try the Startup Repair (pka, Automatic Repair), which is available from the Advanced Startup Options menu.
If you can access Windows normally, the quickest way to start Advanced Startup Options in Windows 10 is via is Settings -> Update & Security -> Recovery. In Windows 8, try PC Settings -> Update and Recovery -> Recovery.
